Unusual Charges

The Rocky Mountain News reports:A Littleton man accused of breaking into homes to masturbate was bound over for trial Tuesday on unusual charges -- two felony counts of burglary with intent to litter. The article doesn't explain what that means -- any thoughts, lawyers? (Based upon the description of the man's activities, he sounds likely to become far more dangerous to women very soon.)
